CPNN.com.cn: SPIC Shanghai New Bund Natural Gas Distributed Energy Project Awarded Subsidy

Recently, Shanghai Municipal Development and Reform Commission announced on its website the "Annual distributed energy supply system and gas air conditioning special support funds allocation plan of Shanghai in 2020 (draft)", according to which SPIC Shanghai New Bund Natural Gas Distributed Energy Project received the largest subsidy for "distributed energy supply", amounting to RMB 16.015 million.

In order to promote distributed energy development, energy conservation and emission reduction as well as energy structure optimization and adjustment in the city, Shanghai Municipal Development and Reform Commission carried out the verification and confirmation of the 2020 distributed energy supply system and gas air conditioning special funds for the allocation of support projects. A total of five projects were included in the 2020 distributed energy supply system and gas air conditioning special support funds allocation plan (draft), which were divided into distributed energy supply subsidies and gas air conditioning subsidies. Among them, Shanghai New Bund Natural Gas Distributed Energy Project developed by Shanghai New Bund New Energy Development Co., Ltd. was awarded the "distributed energy supply subsidy", ranking first among the four projects.

Shanghai New Bund Natural Gas Distributed Energy Project is the first integrated smart energy project of SPIC, constructed and operated by SEP, a subsidiary of SPIC. Located in the New Bund area, Pudong district, Shanghai, the project has an actual operational power of 6,406 kilowatts, annual utilization hours of 3,582, and annual average comprehensive energy utilization efficiency of 82%. It is worth mentioning that the annual average comprehensive energy utilization efficiency of 82% is among the best in the industry. Regarding the other three projects receiving the same batch of subsidies, the figures of annual average comprehensive energy utilization efficiency range from 72% to 79%.

In accordance with the "Special Support Measures for Development of Natural Gas Distributed Energy Supply Systems and Gas Air Conditioning in Shanghai", the city will subsidize the investment in equipment for natural gas distributed energy supply projects at the rate of RMB 1,000/kW. For natural gas distributed energy supply projects with an annual average comprehensive energy utilization efficiency of 70% or above and annual utilization hours of 2,000 or above, an energy-saving subsidy of RMB 2,000/kW will be granted; for natural gas distributed energy supply projects with an annual average comprehensive energy utilization efficiency of 80% or above and annual utilization hours of 3,000 or above, an additional energy-saving subsidy of RMB 500/kW will be granted. The maximum amount of subsidy for each project will not exceed RMB 50 million. Shanghai New Bund Natural Gas Distributed Energy Project enjoyed the highest subsidy standard of RMB 2,500/kW because of its annual utilization hours of 3,582 and annual average comprehensive energy utilization efficiency of 82%, and received a total subsidy of RMB 16.015 million.
