China Power Investment Website: Shanghai Electric Power Focuses on Technology-based Environmental Protection and Shapes Social Image

     Recommended by State Energy Bureau and Shanghai Municipal Government, the No. 2 power generation unit in SEP Caojing Power Plant was selected as the 2014 coal unit environmental transformation demonstration project. The technological transformation of flue gas clean emission marks that SEP steps closer to the new heights in emission reduction. On the basis of 98.2%-removal-efficiency wet desulfurization and 75%- removal-efficiency wet electrostatic precipitator, SEP adds the third layer of catalyst and optimizes the removal process, installs tube GGH, minimizes the concentration of dust, sulfur dioxide, nitrogen oxides emission and reduces the emission of PM2.5, gypsum rain, sulfur trioxide and mercury. In this way, the problems of white plaster rain and gypsum rain can be solved. After the transformation, the level of smoke emission targets will be far superior to the thermal power plant air pollutant emission standards issued in July 2014, thus this project will gain national scientific and technological support.

     In recent years, Shanghai Electric Power has always been committed to the philosophy “serve the public with green energy”. During the period of "Eleventh Five-Year", Shanghai shut down small-capacity power plant, amounting to 1.74 million kilowatts, of which 80% were from SEP. because of this, a total of 91,450 tons of sulfur dioxide emissions, 24,377 tons of nitrogen oxides and 9975 tons soot were reduced in Shanghai. Since 2011, adhering to the principle of ‘thinking prospectively, developing in industrial scale and making more practical achievements’ in technological innovation, Shanghai Electric Power has been taking the lead in technological transformation and harvested great fruits.

     Early in 2005, Shanghai Waigaoqiao Power Generation Co., Ltd made a breakthrough in a technological project designated by Shanghai government---do research and demonstration in NOx emission control technology in coal-fired power plant. At that time, it carried out bag-house retrofit transformation on the No. 1 power generation unit. After this transformation, the dust emission concentration stabilized at 20 mg / m or less and this reformation fruits were extended to all units. This demonstration project was highly recognized by Comrade Yu, the then Shanghai Party secretary.

     Wu Jing Thermal Power Plant is the first coal-fired power plant which carries out fine particles PM2.5 aggregator test and applications on 300MW coal-fired power plant units. After transformation, PM2.5 fine particles declined 30% and PM10 concentrations decreased by 20%. This device occupies less area and saves money, and it set a good model for existing coal-fired units. Caojing Power Plant installed low-temperature economizer on the 1000MW coal-fired ESP. it was proven that the dust emission concentration declined to 15 mg / cubic meter from 21 mg / cubic meter. Besides, Caojing Power Plant carried out carried out NOx control, achieving good effect.

     Shanghai Changxing Island No.2 Power Plant installed wet electrostatic precipitator on two 12MW coal-fired units, thus the dust emission concentration declined to 10 mg / cubic meter or less, lower than the national standard of 20 mg / cubic meter. At the same time, the PM2.5 and the concentration of sulfur trioxide and mercury emissions were greatly reduced. This new technology with independent intellectual property was put into commercial operation. It is the first time in our country, marking that China has grasped the world-class technology in controlling pollutions from coal-fired generating units.

     While making environmental technology innovation, SEP is actively exploringtechnology innovation in new coal-fired power plants. For instance, Tianji Power Plant carried out research and applications of 620 ℃ reheat steam temperature. The two 660MW ultra-supercritical units were the first in the world that adopt 620 ℃reheat Π-shape boilers, reducing coal consumption by 21 g / kWh; Caojing Thermal Power Plant carried out technology innovation on its gas turbine units. Besides, it also made breakthrough in secondary reheat technology in its 1000MW coal-fired units, H-class gas turbine technology and IGCC technology research.

     Relaying on intensive management, SEP refined, upgraded and transplanted the above technologies. In this way, SEP develops a multi-pollutant synergistic control technology. This technology aroused the public attention for its great value. In October 2013, Xinhua News Agency, CCTV, Central People's Broadcasting Station and other state media came to interview in SEP. Through various approaches, these media reported the environmental protection technological innovation, environmental protection equipment operation management and actual results made and achieved by SEP, arresting extensive social attention.

     Shanghai Electric Power invested a large number of manpower and material resources in environmental projection. This reflects the company’s adherence to the principle of ‘serving the public with green energy’. This also explains whey SEP was granted ‘May 1st Labour Medal’ and the tile of ‘Civilization Unit’. Besides, thanks to its efforts in energyconservationandemissionreduction, it was selected “2012 National Green Economy Advanced Unit” and “Shanghai Model in EnergyConservationandEmissionReduction during Eleventh Five-Year Plan”. Caojing Power Plant, Caojing Thermal Power Plant and Waigaoqiao Power Plant were appraised as China’s Beautiful Plant. The two sets of 600MW generating plants of the first-stage project in Tianji Power Plant won the State Luban Award. The two sets of   1000MW generating plants in Caojing Power Plant received national gold medal and was appraised as “Classic Works during the Thirty Years of the Reform and Opening-up”.
