Wang Huaiming Inspects Tianji Power Plant, Examines Contractor Safety Management Demonstration Construction

From September 19-20, 2018, SEP President Wang Huaiming led a team to Tianji Power Plant to conduct a safety inspection, and examined the contractor safety management demonstration construction work carried out by the power plant.



At the C-class maintenance site of Unit 4, Wang Huaiming learned about the maintenance work ticket execution, and required the power plant to enhance the management of maintenance site operation point, strengthen the implementation of "two tickets and three rules", complete safety training solidly, improve the staff's risk awareness practically, and make sure that all risks are under control. He also visited the desulfurization maintenance project department of the outsourcing company, and further understood the personnel staffing, quality and ability structure and shift team management of outsourcing company.



At the safety inspection feedback meeting, Wang Huaiming fully affirmed the achievements made by the leading group of Tianji Power Plant together with all the staff as well as the results acquired in safety management and HSE management improvement. Regarding the next-step work, he raised a few requirements as follows:


First, further improve management standards and requirements relating to the problems found during safety inspection, attempt to draw inferences about other cases from one instance, and carry out rectifications seriously.


Second, the power plant leaders should urge and instruct middle-level cadres to perform safety duties, continue to enhance their duty execution capability, ensure that their duties are carried out properly, and that problems are discovered, pointed out and resolved timely.


Third, strengthen contractor safety management work, conduct effective screening at the source, and choose qualified contractors. Moreover, intensify process control incessantly, stick to high standards and strict requirements, and realize contractor management with the same standard as its own team.


Fourth, take introduction of performance excellence model as the entry point, raise the overall management level of the power plant, and strive to become an excellent power plant soon.


Fifth, take full advantage of the favorable market conditions, focus on work safety and business management, attempt to create better performance, and make greater contributions to SEP.


On September 20, Wang Huaiming listened to the phased work report on contractor safety management demonstration construction by the power plant, and put forward the following requests:


Firstly, pay high attention to contractor safety management demonstration construction work, speed up the promotion process, and strive for actual effect.


Secondly, stress that demonstration construction should seize three stages, i.e., selection, employment and evaluation of contractor, and improve and perfect safety management work respectively.


Thirdly, add safety management as bid evaluation factor for the part of choosing contractor, give it suitable weight, and make related scoring criteria.


Fourthly, emphasize on contractor admission control and homogenous management as regards the safety management of contractor employment.


Fifthly, add safety management to the part of contractor evaluation.


Sixthly, implement overall work safety responsibility system solidly, do well in shift team safety construction work, keep safety under strict control, and make unremitting efforts to become excellent power plant soon.


The related leaders of SEP Safety, Quality and Environmental Protection Department, Production Department, Supplies and Procurement Department and Tianji Power Plant participate in the inspection.
